Central Securities Depository AD Skopje informs the citizens of Republic of Serbia and Kosovo which had had savings in the banks whose headquarters had been on the territory of Republic of North Macedonia, as well as bank branches  on the territory of Republic of North Macedonia whose headquarters had been on the territory of the former Yugoslav republics and for which state bonds have been issued according to the Law on the manner and procedure for payment of the foreign currency deposits of the citizens guaranteed by Republic of Macedonia (Official Gazette of Republic of Macedonia no. 32/2000, 108/2000, 4/2002, 42/2003, 145/2010 и 33/2015) on the following:

The Government of Republic of North Macedonia on its 99th session held on 17.08.2021 approved the “Information for payment of the foreign currency deposits for the citizens of Republic of Serbia and Kosovo which have had savings in banks  whose headquarters had been on the territory of Republic of North Macedonia and  bank branches on the territory of Republic of North Macedonia whose headquarters had been on the territory of the former Yugoslav republics ”. By approving  this Information, the Government of Republic of North Macedonia terminated the ban on payment of the foreign currency deposits to the citizens of Serbia and Kosovo which had deposited their savings in banks whose headquarters had been on the territory of Republic of North Macedonia as well as bank branches on the territory of Republic of North Macedonia whose headquarters had been on the territory of the former Yugoslav republics, introduced on the basis of reciprocity and obligated the Ministry of finance to secure funds for the payment of the foreign currency deposits to the citizens of Serbia and Kosovo from the Budget of Republic of North Macedonia for 2022.

At the same time, the Government of Republic of North Macedonia obligated the Ministry of finances to notify the Central Securities Depository AD Skopje that starting from 01.01.2022 the payment of these foreign currency deposits shall be established.

In order to perform the payment of the unpaid instalments and interest arising from the issued state bonds, which will be executed by the its issuer – the Ministry of finance, it’s necessary for all citizens to give order-authorization to any commercial bank in Republic of North Macedonia for the bank account on which all of the remaining assets, arising from the state bonds, will be transferred. A statement of an account, issued by CSD AD Skopje, will be needed for this procedure. The authorized bank will officially inform CSD AD Skopje about the given order-authorization.

However, an update of the client’s info (ID and address data for natural person) must be performed beforehand by Central Securities Depository AD Skopje, so that the required statement of your securities account can be issued. All citizens of Republic of Serbia and Kosovo should submit the following documentation:

-       Valid passport

-       The savings book(copy) on the basis of which the state bonds have been issued ,

-       Fully filled Application for identification/update of client’s info (Natural person) which can be downloaded on the following link.

The statement of your securities account, issued by Central Securities Depository AD Skopje, will be needed for the procedure of giving an order-authorization to any of the commercial banks in Republic of North Macedonia where you have or will open a bank account on which all of the remaining assets arising from the state bonds, will be transferred.

The documentation for issuing a statement of securities account can also be submitted via mail (regular or express mail), the documents should not be submitted by e-mail.

If the documentation is not submitted personally (with your presence in the premises of the Depository), i.e it’s submitted through a proxy, then a special and notarized power of attorney shall be submitted for the authorized person in which it will be specified that the person is authorized for submitting the abovementioned documentation for the purposes of updating your ID and address data as well as acquiring the statement of securities account. (Due to this, besides the abovementioned documentation, a notarized copy of your valid passport shall be also submitted). We alert you that the same documentation is also required  by the commercial banks in the procedure of opening a bank account.
